Case Study: Logistics & Supply Chain Strategy at Giga-Project Scale
Client / Sector
NEOM, Saudi Arabia – Mega Infrastructure & City Development
Challenge
NEOM’s multi-billion dollar giga-project presented unprecedented logistical and commercial challenges. Covering 28,000 km² of remote desert, the programme required a reliable, scalable supply chain to deliver vast volumes of materials and labour. Traditional logistics models were unfit for the geography, scale, and timelines.
Our Role
Members of the ECS team were engaged to provide strategic direction and commercial leadership in designing a logistics and supply chain model capable of meeting giga-project demands. Work included:
Developing an integrated logistics strategy spanning ports, rail, roads, storage, and modular construction flows.
Structuring and procuring a joint venture with a global logistics partner to deliver long-term capability and resilience.
Embedding commercial frameworks that balanced risk, incentivised performance, and aligned stakeholders across multiple mega-projects.
Providing client-side assurance to unlock investor confidence in delivery systems.
Outcome
Enabled multi-billion dollar private investment to flow into the programme.
Established a logistics backbone that created 2,000+ jobs.
Provided a replicable delivery framework across multiple NEOM sub-projects.
Transformed logistics from a risk exposure into a strategic enabler of giga-project success.
Why It Matters
This case study demonstrates the ECS teams ability to deliver clarity and certainty at the very highest level of complexity - transforming ambition into executable systems and enabling one of the world’s most ambitious projects to progress with confidence.
